Coronavirus advice: 
Children’s, youth and families ministry

We have written guidance for Baptist churches in England and Wales that outlines what voluntary children’s and youth activities are permitted according to the UK and Welsh governments. Our guidance interprets various government documents for a Baptist context and suggests what might be best practice for activities such as junior church groups, uniformed organisations, youth groups, parent and child groups and more. We update our guidance as and when the governments change theirs to reflect the dynamic nature of the pandemic.

  • Version 1.37: 6 January 2022 - Refinements to the source documents in Section 1. Changes to Section 2 to clarify the evolving Government guidance in both England and Wales in the light of the Omicron variant.
  • Version 1.36: 23 December 2021 - Changes to Section 2 to indicate the forthcoming return to Alert Level 2 in Wales from 26 December.
  • Version 1.35: 17 December 2021 - Change to wording in Section 2 on face coverings and self-isolation following Government announcements. 
  • Version 1.34: 6 December 2021 - Changes to Section 2 to reflect (conflicting) advice on face coverings in England and the requirement to self-isolate for close contacts of those with the Omicron variant.

  • Version 1.31: 22 July (14:20pm) - Updated list in Section 1 of the source documents. Changes to introduction in Section 2 regarding children’s and youth activities in England. Change to Section 3 regarding residential visits in Wales.
  • Version 1.30: 15 July (12:30pm) - Document re-written to reflect removal of legal requirement in England from 19 July and the completion of the move to Alert level 1 in Wales from 17 July.
  • Version 1.29: 17 June (11.30pm) - Changes to Section 2 to allow residential trips in England for up to 30 children, and for children’s parties in Wales.
  • Version 1.28: 20 May (5:10pm) - Confirmation that from 17 May, parent and child groups may have up to 30 adults in England and are without a stated limit in Wales.
  • Version 1.27: 17 May (9:20am) - Correction to Section 2 to note that face coverings are still required for young people aged 11 or over and leaders and volunteers.
  • Version 1.26: 13 May (4pm) - Changes to Section 2 to permit in England from 17 May unlimited group size indoors and residential trips – both subject to precautions; and from the same date face coverings are no longer required except when moving around in areas where social distancing is difficult. Addition in Section 2 of guidance on singing, dance and drama. Changes to section 3 to note that parent and child maximum group size increases to 30 from 17 May in England.
  • Version 1.25: 6 May (11:55am) - Changes to Sections 2, 3 and 4 to include permission in Wales for organised children’s groups, and toddler groups, indoors. Changes in Section 3 reflecting more detailed guidance on singing for parent and child groups in England.
  • Version 1.24: 29 April (3:30pm) - Further discussion in Section 2 about the group size limit indoors in England for children and young people.
  • Version 1.23: 22 April (2:55pm) - Correction of typo in Section 3’s sample instructions to parents for toddler groups – children under 5 do not have to socially distance; Clarification in Section 3 that the maximum group size for children and young people meeting indoors in England should still be 15; Addition of new section regarding creche facilities.
  • Version 1.22: 15 April (3:15pm) - Document restructured. Changes include: Permission for supervised children’s groups indoors as well as outdoors in England with no group size limit; Update regarding face coverings; Permission for parents and child groups indoors as well as outdoors for up to 15 people in England and outdoors in Wales; Suggestions for what indoors parent and child groups might look like.
  • Version 1.21: 1 April (2:30pm) - Change to section 3 confirming there is no group size limit for children’s groups outdoors in England. Confirmation in Section 3 that children’s activities are permitted outdoors in Wales.
  • Version 1.20: 29 March (12:15pm) - Changes throughout confirming that children’s activities and parent and child groups may meet outdoors in England from 29 March; Change in Section 3 suggesting that children’s activities may take place outdoors in Wales from 27 March.
  • Version 1.19: 18 March (3:30pm) - Addition to Section 3 to note that children’s groups may meet outdoors from 29 March in England; Update in Section 5 so that guidance on Messy Church reflects guidance on church worship in general.
  • Version 1.18: 10 March (5pm) - Addition to Section 3 regarding conversations with UK Government about summer holiday clubs.
  • Version 1.17: 25 February (3:30pm) - Addition to section 3 about UK Government plans for allowing children’s activities from April; Addition to section 4 about UK Government plans to allow parent and child groups from 29 March outdoors and 12 April indoors; Clarification in section 4 that parent and child groups for support purposes may meet now.
  • Version 1.16: 14 January (5pm) - Clarification in Section 3 about which groups for children may meet in both England and Wales.
  • Version 1.15: 6 January (2:30pm) - Changes throughout to reflect the national lockdown in England from 5 January.
  • Version 1.14: 20 December (8:25pm) - Changes to reflect tier 4 restrictions in England and alert level 4 restrictions in Wales for both children’s and youth groups, and parent and child groups.
  • Version 1.13: 17 December (10:30am) - Very minor changes to Parent and Child groups reflecting Government guidance on early years provision.
  • Version 1.12: 30 November (11:50am) - Removal of lockdown restrictions in England and firebreaker restrictions in Wales. Re-organisation of the general guidance into supervised groups and parent-and-child groups. Changes to advice on singing, face coverings. Addition of limit to group size for parent and child  groups.
  • Version 1.11: 5 November (4:05pm) - Addition at the document’s beginning of lockdown restrictions in England.
  • Version 1.10: 22 October (9:50am) - Addition to introduction of ‘firebreaker restrictions’ in Wales.
  • Version 1.9: 16 October (5.15pm) - Comment added that the three-tier Covid-alert system does not much affect this guidance, except possibly for toddler groups.
  • Version 1.8: 24 September (11:30am) - Yet more changes on both face coverings for youth groups, and on toddler groups, as Government update their guidance.
  • Version 1.7: 17 September (4:05pm) - Caveat added under General Guidance about face coverings. More detail included about toddler groups.
  • Version 1.6: 10 September (4:10pm) - Minor revisions throughout reflecting UK Government’s changes to social interaction guidance so that no more than 6 people from different households may socially interact whether indoors or outdoors. Note that each person should still remain physically distant from anyone from another household.
  • Version 1.5: 3 September (12pm) - Removal from General Guidance of requirement for maximum group size to be six when off premises – NYA guidance, signposted by the Government, says group size may be 15 indoors or outdoors.  Addition to General Guidance of permission for singing in children’s and youth groups under certain conditions.
  • Version 1.4: 27 August (4:20pm) - Changes to Introduction following confirmation that creche and toddler groups can meet; Changes to General Guidance reflecting confirmation that neither children nor young people have to wear face coverings in organised groups.
  • Version 1.3: 20 August (3:30pm) - Changes throughout to reflect permission for supervised children’s groups in Wales; Expansion of Toddler Group section to include ideas of how to meet outside.
  • Version 1.2: 13 August (4:15pm) - Extensive changes to the Introduction to clarify what is possible for under-5s; Additions to General Guidance about children under 5, singing, drama, music and face coverings; Expansion of Messy Church section with ideas for a way of meeting.
